On May 27, a diverse group of stakeholders from across the automotive and regulatory landscape gathered for a firsthand look at a modern automotive recycling operation. Representatives from Toyota, the U.S. Environmental Protection Agency (EPA), the Department of Commerce, the State Department, the Automotive Recyclers Association (ARA), the Recycled Materials Association (ReMA), and the Alliance for Automotive Innovation were hosted by ARA Member M&M Auto Parts in Fredericksburg, VA.
The visit was designed with a clear objective: to demonstrate the complexity, sophistication, and efficiency of today’s professional automotive recyclers—an aspect of the industry that many participants had not previously experienced firsthand.
The group began with a comprehensive tour of M&M’s facility by ARA Past President Jonathan Morrow, where they observed the full lifecycle of vehicle processing—from initial intake and dismantling to parts harvesting and resale. The tour highlighted the meticulous processes required to safely and efficiently remove valuable components, as well as the infrastructure and expertise necessary to support a high-functioning recycling operation.
For many attendees, this was their first exposure to the scale and professionalism of an automotive recycling facility.
The experience helped dispel common misconceptions and provided a clearer understanding of the role recyclers play in extending vehicle life cycles, supporting affordability for consumers, and contributing to environmental sustainability.
Following the facility tour, the group attended a presentation from ReMA focused on shredder operations and the downstream processing of end-of-life vehicles. This portion of the visit underscored the importance of coordinated systems across the recycling ecosystem—from parts recovery to material processing—in maximizing resource efficiency.
Reflecting on the experience, Mark Bacchus, Senior Manager of Chemical & Materials Stewardship in Regulatory Affairs and Environmental Sustainability at Toyota, offered high praise for the operation and the industry as a whole:
“One of many amazing vehicle component resellers in the U.S. We learned about dismantling, component reselling, shredding, research activities, among many other topics.
In the U.S., there is a robust ‘for profit’ vehicle end-of-life model that works very well. But there are remaining challenges that require robust collaboration between industry, research institutions, and government to achieve full circularity.”
His comments reinforce a key takeaway from the visit: the United States has developed an effective and economically sustainable model for managing end-of-life vehicles. However, continued progress toward a fully circular automotive economy will depend on deeper collaboration among industry leaders, policymakers, and research institutions.
